How do I make the preference tool bar?

While I am wondering how to make a preference window, I found a regularity.

How can I put these toolbar on Xcode programming? For your information, I
am coding with AppleScript(this may not be important because GUI isn't
depend on language).
I would be happy if this toolbar were a default item.
